Complaint alleging violation of opacity standards by a cruise ship.
Defended cruise line in responding to multiple allegations of opacity
violations. Resulted in agreement to pay a penalty for two violations out of
ten alleged violations.
Defended a metal smelting facility in an EPA criminal investigation
regarding Clean Air Act compliance. Matter was successfully resolved through
a negotiated civil penalty assessment. During the investigation, Mr.
Morrison orchestrated the filing of a Title V air operating permit
application and negotiation of an air permit.
Defended an EPA-permitted hazardous waste storage facility that was the
subject of an EPA enforcement action for violation of several RCRA
regulations. The case was resolved through payment of a negotiated civil
penalty.
Provided advice to a major petroleum company regarding Clean Air Act
compliance with New Source Performance Standards in anticipation of an
expected EPA enforcement action.
Advised several industrial facilities with advice regarding compliance with
